Romanian football has been rocked by a major controversy that could see the entire Liga 2 promotion playoff system unravel. CSM Unirea Alba Iulia has decided to take its case to the Court of Arbitration for Sport (TAS) in Lausanne, challenging a disciplinary decision that they argue unfairly denied them promotion to the second division.
The dispute centers on CSL Stefanestii de Jos, a club that was initially sanctioned with a two-point deduction for financial irregularities. Had that penalty stood, Stefanestii would have been forced to contest promotion playoffs, facing both Soimii Gura Humorului and CSM Unirea Alba Iulia. TAS Appeal Filed

Club director Mircea Radu Urcan, accompanied by Alba Iulia deputy mayor Marius Filimon, traveled to the Romanian Football Federation (FRF) headquarters for discussions before lodging the appeal.
“We have initiated official proceedings at the Court of Arbitration for Sport in Lausanne regarding the situation created by the decision of the FRF Disciplinary and Ethics Commission concerning CSL Stefanestii de Jos,” the club announced. “Through this action, the club seeks to clarify the situation and uphold the principles of fairness and sporting equity.”
Disciplinary Hearing Looms
On June 17, the FRF Disciplinary Commission has a scheduled hearing to determine whether player David-Andrei Danaila received his outstanding financial payments after the initial deduction decision. The outcome could determine whether the original two-point penalty is reinstated.
Meanwhile, CSL Stefanestii de Jos maintains that they have fully complied with all regulations. In a statement responding to Alba Iulia’s legal challenge, the club insisted: “We consider it necessary to state that CSL Stefanestii de Jos has fully paid the debt claimed. All necessary supporting documents have been submitted to the FRF Disciplinary and Ethics Commission, including the postal order proving timely dispatch.”
Wider Implications
CSM Unirea Alba Iulia, who lost the promotion playoff final 2-0 against Popesti-Leordeni, argue that the integrity of the entire competition has been compromised. If TAS rules in their favor and the disciplinary commission reinstates the points deduction, all playoff results from the affected pathway could theoretically be invalidated and replayed.
